Question for Pokemon Emerald

To train EVs do you have to hatch the Pokemon from an egg first? I traded a Dratini from FireRed at Lv24 without any training. I battled 16 Spinda which equals 4 points to Sp.Atk. When it leveled up Sp.Atk only increased by 2. Why? Finally, does a Pokemon need Evs to gain stat increases because my Dratini battled lots of Spinda and all it's stats increased on level up?

Yes...Breeding is the best way to get EV's...but I don't have much knowledge of these things

Ev's don't turnover at every level, the only sure thing is that at LVL100 your evs will all have turned into stats.
