I don't get the evs, is it true if you begin a new game an beat 256 zigzagoons you have maxed your speed ev

EV's are hard to understand, so let me help you on this.

EV's are Effort Values. They come by 6 types(HP, Attack, Defense, Speed, Special
Attack and Special Defense). Each Pokemon has 1 type of EV(or a second one as well) for a Stat. If you beat it, you get that amount of points in that stat. Say you battle 4 Zigzagoons. You gain 1 Effort Value in Speed per kill. When you kill 4 Zigzagoon, you gain 4 Effort Points. Now with that in mind, if you acquire 4 Effort Points in any stat, that stat will increase by 1 when you level up. This is why it's crucial to keep a chart if you want to train your Pokemon to their best potential.

If you beat 256 Zigzagoon's, it won't be maxed out, the max is 255 in one stat, but that would be foolish, because you should keep it at 252*multiples of 4*.

Also keep in mind that some Pokemon have more than ONE effort point value, some have 3 or 2 in one stat, or 2 in one stat and 1 in another, use google to find out more, also here is a chart of reccomended Pokemon to train on for each stat:

HP - Whismur - Cave on Route 106
Attack - Carvanha - Route 119 (Super Rod)
Defense - Sandshrew/Skarmory - Route 113
Special Attack - Spinda - Route 113
Special Defense - Tentacool - Almost Anywhere you can surf
Speed - Zubat/Golbat - Cave of Origin

No that zigzagoon crap is nothing but bogus. EV's work by battling Pokemon and as you level up your EV's goes up aswell. EspeonDude_ will tell you the accurate thing's about EV's and IV's
