Wrong game sorry. You can only obtain the Up Grade on Fire Red and Leaf Green. You find it in the Rocket Warehouse on Five Island on those games, if I'm not mistaken.

I belive the up-grade is in FR/LF only when you beat all the trainers in the trainer tower you will get the up-grade as a reward

The Up-Grade is only in FR/LG. It's in the Rocket Wartehouse on 5Island.
