In the underwater, before the cave in soutopulous city, the grassy area, kinda rare to find but keep trying.

You find Relicanth underwater in the seaweed. Note he is very rare.

You have to go dive under the sea and search. Most likely for some time becuase Relicanth is a rare to find. Dive in the shalow parts of lilycove

I seem to find them most often underwater in the trenches that lead to Sootopolis, in the grassy areas, not sand, and never found him to be too hard to find, but yes, he is considered rare, but there's only so many Pokemon underwater, like Clamperl and Chinchou/Lanturn, so he'll show up eventually. (There's alot of hidden items in those trenches, look for spots in the sand or blank spots in grass & use Itemfinder so the hunt will be more worthwhile) They're pretty easy to catch with a Net Ball, but be warned, he's got Yawn and will put you to sleep and is pretty tough, too, if you're not prepared.
