You get FLASH in the tunnel near Dewford Town. You get the super rod in a house near the Mossdeep City Space Center.

You get the HM in Granite cave, and the rod in mosdeep city.

Flash is in the entrance to the Dewford Cave when you talk to the Fisherman. The Super Rod I believe is in Sootopolis City.

Flash- A tunnel in the Dewford City. A man will be standing just at the entrance. Talk to him and he will give you flash.
Do not know about the super rod. Never bothered to take it.
