You need to go to the southern island with the aid of cheating device or get the ticket in nintendo_events.

Use the eon ticket. Then when you battle the other lati, catch it, and it will have soul dew

You should trade it via Pokemon ruby or sapphire.You must catch latios or latias and if you are lucky they will hold soul dew

If you know someone with an Eon Ticket in any of theses games:R/S/E, you can trade records with them and you'll get an Eon ticket, too! Then you don't have to cheat to get the other Lat and Soul Dew.
