Use a GS or AR code to get the AuroraTicket to go to Birth Island.

Yes, you can get Deoxys in FR/LG, it will be Attack form in FR, and Defense Form in LG. You need the same thing, an Aurora ticket put into your game at a Nintendo Event, to get to either without cheating.
If you do cheat, don't waste time with the tickets, they rarely work or need even more codes to work, if at all. Just find warp codes (Birth Island for Deoxys), they bring you right to the Island, then just turn off the AR (Action Replay-cheat device) so you can go to where the Pokemon is and not keep warping to the same spot.
