Well, there are a lot of Pokemon who are red and who are blue. Sorry but you need to be more specific.

Although I'm not sure I can give a proper answer, seeing as there are many red and many blue Pokemon, though I think you're talking about the Lati@s. For reference, Latios is blue, and Latias is red. Hope I helped!

Groudon is the red Pokemon and Kyogre is the blue Pokemon Raquaza is the green (they are all legendary)
