How do you get groudon and kyoger near the 8th gym can someone tell me how?

First go to Mt.Pyre and go to the top. Then get the magma emblem there, after that go to the jagged pass, a cave should open when your near the spot. Wake groudon there. After that go to slateport and talk to capt.stern after that go to lilycove city and beat the aqua's in their hide out, after that beat the gym leader and the magma in the rocket building. After doing that get the hm dive from steven and then go to the biggest diving spot in route 126/127, find an entrance to a cave, then beat the aqua's there and wake kyogre. After that you should be able to walk by your own.
You can only get those two Pokemon after you beat the league.

You get them after you beat the game. You can get Rayquaza before you fight the Elite Four.

You can't get Groudon and Kyogre, it's just a battle scene between them and then Rayquaza goes there and stops the battle. Well after beating the Pokemon league, you can get, Groundon will be somewhere near Rustboro, Mauville, or Slateport City in a cave, Rayquaza will be in the Sky Pillar, and Kyogre will be in the cave where Team Aqua land the submarine in (note, use dive to get in the Seafloor Cavern.)
