Jigglypuff is on Route 115. You'll have to use Surf on that route to get to the northern portion of the route where any grass can be found.

Enter Rustobro City and head North. You will see a Karate dude and if you go north a little and then head left, you will see a Battle Girl. If you surf North you will find a piece of land filled with some trainers. There is also a patch of Grass over there. Go into that Grass and walk around, you will find it soon.

Go where Meteor Falls is and go out of the exit closest to Rustboro. Surf up until you can't anymore. You will find Jigglypuff there.

On Route 115, I believe? Well it's on the route directly north of Rustboro, and if you have surf, you can surf past the first area of land and then go to the second land you see. The second area of land has a quite a few trainers, including a black belt both male and female and an old man, and if you pass them, to the north-west is an area with grass in it. Jigglypuff is pretty rare so don't think it's not on the route if you don't run into it for a while.

Well you go up from Rostburro City,walk up all the way tell you can't walk anymore,and then start to surf,go to the other side and walk through the grass and you will find Jigglypuff.

You can find Jigglypuff on route 115. When you come out of Meteor falls go down the two sets of stairs and to the left to get to the beach where a girl is running. Surf up and keep going up until you find a field.

Where they were in R/S, I think. Just north of Rustboro, near where you exit Meteor Falls; you have to surf up through some rocks along the water until you see a spot to land. There some good berries and stuff there, too, some hidden.

On rute 115.Use surf in route 115 beach and head the north portion.You will see an island and some grass patches there. You can find Jigglypuff there.
