No, no, and no. In FR/LG, your starter in that game is the only Pokemon that can learn it. If bulbasaur was your starter, then venusaur can learn frenzy plant. If charmander was your starter, then charizard can learn blast burn. If squirtle was your starter, then blastoise can learn hydro cannon. Note a few things. One, the moves are to be taught to one Pokemon [which would be your starter in FR/LG]. Two, obviously the move is taught in FR/LG and not in Emerald. Three, if you didn't pay close attention to number one, then I'll reiterate it now. Only one Pokemon can learn the move and it would be your starter from the game [either FR/LG]. And four, your starter HAS to be at its last stage in its evolution stages to learn the move [again, in FR/LG]. Hope I answered your question [?].
