Yes, provided the Ruby and Sapphire have been found and you've defeated the Pok�mon League on Emerald.

Yes. In FireRed Version you need to give Celio those Ruby and Sapphire plates, and get the National PokeDex, then in Emerald get the National PokeDex, and beat the League.

1.Beat the Pokemon League on Fire Red.
2.Beat the Pokemon League on Emerald.
3.Get the National Dex on Fire Red.
4.Get the National Dex on Emerald.
