Question for Pokemon Emerald

Does anybody know how to get the aroura ticket because me and my bro need to get deoxys and my friend has 1 and it is lv100 and he wont tell me!!! PLZ HELP ME! Do you get it by mystery gift? Or do you trade from ruby/sapphire? PLZ ANSWER!

You have to use the game shark or action replay.
