Question for Pokemon Emerald

Does anyone know where you can buy secret base ornaments like the slide and the tv set and the tire and a bunch of cool things like that.

When theres a special clear out sale at the lilycove city department store, and beat all thew trick masters mazes ( on route 110)

Yeah, keep checking the TV every now and then until it says something like the Lilicove Department Store Clear Out Sale will be in ? Days (It'll have a number.)
After that amount of days in your game, go to the top floor at the Llicove Department store where the vending machines are, go to the shop keeper next to the machines and talk to him, he will give you a selection of slide, breakable doors, floorboards, tires, big dolls etc.

You can buy those things during a Clear-out Sale at the Department store at Lilycove city. Clear-out sales happen randomly. Look at T.V.s to find out if there is one going to happen soon.
