More or less, you either get ridiculously lucky or you cheat. By lucky I mean like 1in a hundred thousand lucky. Unless you have a bunch of traded pokes then it could go down to something like 1 in 6250. The number of one of your pokemons ID numbers has to match whatever is set for mirage island that day. And if you have lots of different ID numbers that increases your chances. And cheating will always get you there.

You HAVE to wait until it appears on it's own. That guy in that house in pacificlog will tell you when.

Mirage Island is completely random. You need a certain Pokemon and see the Old Man who always says "I can't see Mirage Island today". When he says he can see it then surf East(Right) and Mirage Island should be there. There is a grass patch full of Wild Wynaut so if you want one your chance is there. There is also 2 Berry Trees, take these Berries and plant them somewhere other then Mirage Island otherwise you will need to wait a long time to get them back.

Go to Pacifilodge Town.Go to the house North East of the town and talk to the man facing the wall.He will tell you if mirage island is there or not.If it is keep surfing east of the town until you come to it,also mirage island appears only when 1 of your pokemons I.D code match mirage island's code,so try and trade other Pokemon from other games to have different I.D's
P.S:If your sailing to pacifilodge town and there is an island on your way with stairs,thats it.
