If you complete the Hoenn Pok�dex with the exception of Jirachi and Deoxys, he gives you either of the three.

Yes, but you only need to complete the pokedex of Pokemon #1(Treeko) to #200(Rayquaza). Deoxys and Jirachi are exceptions and also optional. Also, Birch doesn't give you ALL 3 of them, but only one of them.
