3/10 Three Psychic Pokemon, moves are pathetic.

6/10. Level them up and there are only five and give them better moves:

Latios: Replace Luster Purge and Hidden Power with Ice Beam and Dragon Claw

Lugia: Replace Hydro Pump and Fly with Thunderbolt and Earthquake.

Kyogre: Replace Hydro Pump, Sheer Cold, and Dive with Thunder, Ice Beam and Surf/Ancientpower.

Groudon: Replace Fissure and Strength with Earthquake and Dragon Claw/Thunderbolt.

Mew: Give it Psychic, and three other moves of your choice that are Special Attacks.

The Pokemon, and the levels are pretty good, but the moves need serious revision, just work on those.
