Ya I've tryed and tryed to get to the top of the sky pillir to catch raqyze but I can't and where can I catch lugia

Just keep trying, you'll eventually get it. What I did was to save after each floor you advance to, so if you had just beaten a hard florr, you don't have to do it again if you fall.
Lugia is found on Navel Rock (along with Ho-oh). To get there, you need to get the Mystic Ticket (Nintendo Event) or cheat using GameShark or AR.

You need the Mach Bike to get to the top.
Lugia can't be caught in the game without a Nintendo event or Cheats.
