For Altering Cave, you have to use E-Reader cards to get different Pokemon to appear in it. I forgot which Pokemon they are though.
You can find Trainer Hill just North of Mauville City (On Route 111 opposite to The Winstrate Family's House).

Altering cave is used with an E-Reader and E-Cards. Trainer hill is just above Mauville to the left.

If you get a gold ID card, you're supposed to be able to encounter different Pokemon, but I can't tell you for sure. Trainer hill is located just above Mauvile, just go to Mauvile and walk up. You will see some stairs, walk up the stairs, then make a right turn, and, viola! you're at trainer hill.
