After you finish Team Aqua's hideout,Steven should tell you he is going to Sootopolis.Fly there,and you will see Groudon & Kyogre fighting.Surf around until you see Steven.Talk to him and he will bring you to a cave.Follow the cave until you see someone.He will ask you a question,say Sky Pillar.Surf/fly to Pacifidlog town.Surf right until you see an opening at the top.Follow it until you see Sky Pillar.Wallace will talk to you & stuff.Get to the top of sky pillar and you will see Rayquaza.He will fly away.Fly to Sootopolis and you will see a little 'movie'.Surf to the gym and talk to Team Aqua & Magma's leaders.They will disappear.Talk to Wallace and you will get HM08-Waterfall as well as access to the gym.(If you haven't gotten to Team Aqua's hideout,look at a walkthrough.)
