Feebas can be captured in one of six locations on Route 119; you can diversify the location by altering the Trendy Phrase in Dewford Town. If you're still having trouble with finding the Pokemon while Surfing, try using a fishing rod.

Oh yeah but it's a big pain to catch. And another big pain to evolve.
He's in 6 out of 600 water spots on route 119. Those 6 spots change as the popular phrase in dewford change. So there is no specific phrase you have to put in, as people always say... But anyway use a good rod to (try to) catch feebas. And then go to route 119, and start in the small lake above the mimic circle thingy. Go to the bottom left corner and fish in each spot at least 5 times (with a good rod). Once you've done that, move to the right once and fish in THAT spot. Once you've finished a row, go up once and fish in that spot. And then go to the left once again until you finish another row. Your pattern should go somewhat like this:

Once you've finished that lake, try again; Trust me, I don't think you'd want to try the other area, which would probably take a LONG time to accomplish. So just try your luck in that lake. Eventually, a feebas should show up. For me, at least.
The good thing is, is that when you run into one feebas, their encounter rate should increase by at least 80%. So, in other words, a lot more should come up, therefore they become more common. This is a chance to catch a lot of them, so take this advantage because it's only temporarily.
Now to evolve them... This is easier but still hard.
The main point is to increase it's beauty condition to it's max, so try to make A LOT of light blue pokeblocks. Maybe blue or indigo, but the best to use is the light blue ones.
Once you've done that, All you need to do is increase it's level by one, so if you have a rare candy thats good. If you don't, well then train it until it gains a level. It should evolve into a Milotic.
I hope you understood what I said, I think Feebas has got to be the hardest Pokemon to find. But it's easy to catch. Doesn't mean a simple pokeball will catch it, though, use an ultra ball.

Catch one by fishing on the route near the Fortree City and the Weather Institute.
You evolve it by getting it's Beauty maxed out and leveling up.

When you caught one, raise it's beauty to the max and level it up and it will evolved to milotic.
