You can literally edit your Pokemon, only thing is it's a pretty long code, but only do the big long Pokemon code, there might be other small ones but they are within the big code, I don't know why they put them there, make sure you got the right version of your game by making ir show the (M) by clicking the output (m) box, it might not be as long as yours but it has the first few lines the same, haven't got it to work on fire red, but we only tried one, sapphire and ruby worked. I have the roster of the ultimate team, it is literally undefeated, after battling many people, have about 60 or so wins, and I don't mean battle tower I mean link battles, 1 on 1 and 2 on 2, two different teams, let me know which you want of them, might be too long to put on here, sorry

You could simply make Pokemon with a Pokemon Maker. The one I used was:

It's a long code when yur done with it but it's worth it 'cause you can max EV's an' give them any moves or ID #'s.

They are on the AR cheat list and they work. There should be a huge list and have 2 lines and can be used with the regular (M) code.

IMPORTANT:
Check only one at a time. When you have one checked just teach your Pokemon a move and it will learn the move you checked.

TIP:
Buy TMs that all Pokemon can learn (Protect, Hidden Power, Secret Power). Or have the all TMs code in.
