When am I allowed to trade Mew from leaf green to emerald?

Question for Pokemon Emerald

When am I allowed to trade Mew from leaf green to emerald?! When I try to it lets me into the trading room but when I slect Mew it says that "this Pokemon can not be traded right now"

If you know what is going on plese tell me

Did you get the Ruby and Sapphire yet?,because if you didn't you can't trade to Emerald.

1 I have the national dex in emerald
2 I have the Ruby and Sapphire
3 I beat the Pokemon league
It still wont let me trade!

Once you entirely beat Leaf Green by collecting the Ruby and Sapphire gems and returning them to Celio.

Did you get Mew using the regular Mew code? If you did that's the reason. Your Mew doesn't obey if you use the Mew code and can't be traded no matter what it will just keep saying "This Pokemon can't be traded now." You should use the Teleportation to Far Away Island code which can be found in the AR section. Then you can trade Mew. It will also obey you. Or if not get the Mew in Box1 Slot1 code. I guess it aslo involves for you to get the Ruby and Sapphire in LeafGreen. It's the same deal with Deoxys.
So remember:
Mew + regular code = Not obeying Mew
Deoxys + regular code = Not obeying Deoxys
