Relicanth can be found before you enter the sotopolus city, the grassy part. Use sweet scent on the grassy part. Relicanth is a water + rock type Pokemon and he's more likely at level 32 or 33 in the wild.

You have to go to Sootopolis City. Dive and go just outside of the city, then wander around in the grass on the ocean floor. After a while (and it could be a while) you'll find a Relicanth. BRING ULTRA BALLS. Lots of them. Or Dive Balls.

In the seaweed outside sootopolis (keep looking he is VERY rare. I found him one square dagonaly right from the right square of the cross shaped thing)

You can catch it in the sea weed under water near the city where the 8th gym leader is.

Underwater around route 124... Locally on the right side of Lilycove but underwater in the sea weeds.
