Question for Pokemon Emerald

I have a question about a hint I read. It said that after you defeat the Elite Four, you go to the Mossdeep Space Center. You talk to everyone.One person will ask you to go to the Moon. If you say yes, you have a chance to catch Deoxys. But I walked around many times talking to everyone.No one asked to go to the moon. So I just want to know, am I doing something wrong or is this hint a fake?

That's not true you ask the person staring out the window on the first floor he will say how many times the spaceship has sucessfully landed when he says No.100 you can go up there and catch JIRACHI, NOT DEOXYS!!!!! Deoxys is on Birth Island, you get there buy using Aurora Ticket. Don't know how to get it!

That hint is completely fake, you can't go to the moon and the only way to get deoxys is to get an aurora ticket and go to birth island
