Sorry but your team is a mess, try thease move sets:

Aggon
Earthquake
Iron tail
Double-edge (he learns this at lv. 63)
Dragon claw

Rayquaza
Flamethrower
Thunderbolt
Ice beam
Dragon claw (from move tutor in fallabor, he'll teach him for a heart scale)

Groudon
Rock slide
Sword dance
Solarbeam
Earthquake

Swampert (don't teach him any HM but surf, the others all suck)
Earthquake
Surf
Ice beam
Go crazy with the last move except HM's I'm no swampert expert but these moves work great

Charzard
Wing attack
Flamethrower
Earthquake
Slash

Cacturne
Solarbeam (for switching out after groudon for the sunny day-solarbeam combo)
Needle arm
Faint attack (might as well take advantage of his part dark)
Ingrain (as long as you don't plan on switching him out, if you do then use pin missle)

Does groudon REALLY have to know rest? You can keep it, but i'd teach it something better, unless that has to do with you're strategy.
Aggron, swampert rayquaza and caturne are good, but charizard can learn outrage.

Fairly good team, I love the way you're using Cacturne, it makes a nice difference Smile

Aggron: Does your Aggron have Rock Head as its ability? If so, take down is fine, I prefer Double-edge though. If it doesn't, use Aerial Ace. Earthquake is good. Definitly, replace Iron Tail with Brick Break. It has more accuracy, and it can super-effective the same types, plus more. Also, Aggron special attack is hideous, it is a little over half its Attack stat. Use Counter instead of Water Pulse. Aggron has 4 times weakness to Ground and Fighting, but he also has excellent defense, so if you predict a ground/fighting move against Aggron, use Counter, and they are dead. That's only if you're good at predicting. If you're not, then I guess you can stick with water pulse.

Rayquaza: I prefer Aerial Ace over Fly, but your choice. Lose Hyper Beam, teach it Flamethrower, Ice Beam or Thunderbolt. Extremespeed is excellent. I also prefer Dragon Claw over Outrage, but it depends on your style. You can switch after an Outrage I guess

Groudon: His moveset sucks, sorry to say. Groudon's base Attack stat matches Rayquaza's at 150 each, while Groudon's base Special Attack is 100. You can keep Solarbeam maybe, to cover his weakness, but a fast water type can easy Raindance you, or even Tyranitar with its Sand Stream can stop you. Anyway, the best moveset for Groudon would have to be:
Bulk Up
Earthquake
Aerial Ace/Rock Slide/Return
Overheat/Solarbeam
Change to what you like, but make him mostly physical, and don't use more than one special attack on him.

Swampert: Another bad moveset...Surf is good, Dive is terrible if coupled with surf, replace it with Earthquake, Ice beam instead of Blizzard because if a Grass type does appear, you'll be wanting accuracy in exchange for a little bit of power. Muddy water is unnecessary, stick with a physical attack like Brick Break or Return, or even Toxic will work well, because Swampert has decent defenses.

Charizard: Woo, go go Charizard, nice moveset. I don't know what the hell that Dragon Rage is doing there though, Dragon Claw, if you still have it. And also, you might like this moveset better:

or
Sunny Day
Flamethrower

Wing Attack/Aerial Ace
Use Sunny Day if you're going to use Sandstorm for Cacturne (see below)
If you have a friend with Leaf green or Fire red, trade your Charizard over, and then get him to get you some mushrooms (mushrooms are pretty much Heart Scales in fr/lg) so you can go to the Move tutor and teach Charizard Metal Claw or Heat Wave, becuase charizard learns those moves only in fr/lg.

Cacturne: Pokemon choice is cool, but moveset is not quite as good. Needle Arm is great, but lose Solarbeam, and replace it with Faint Attack. You can also try Sandstorm to make use of Sand Veil instead of Pin Missile since you have three other ground/rock/steel types in your team. If you don't like Sandstorm, replace Pin missile with a stronger move, maybe Return. Spikes is alright, but Cacturne will most likely die after setting up some layers of Spikes because of its bad defenses. You can experiment with either Leech Seed, Toxic or Ingrain, remembering that you can't switch after ingraining.

I know you said 'except level' but i've noticed that you haven't trained your groudon up a single level. Train it! And then ditch Rest and give it Eruption(I think it learns it at level 80-something). Also, it doesn't have enough PP. Replace either fire blast(unadvisable)or Fissure with flamethrower.

Your Aggron is good, but ditch water pulse and teach it, I dunno, Rock blast or rockslide. Rayquaza-No no no no no. No hyper beam. Replace with Dragon Claw.

Swampert-Good. Except teach it Ice beam instead of blizzard and possibly water pulse instead of Dive.

Charizard: Good, but ditch Dragon Rage. If you have a friend using Firered or leafgreen then trade it to them and let it learn Blast Burn. Really good fire type move, like Hyper Beam but better.

Cacturne: Good choice of Pokemon-not many people choose that. However, get rid of Pin Missile and Spikes and give it possibly Giga Drain and Leech seed.(you could give it others, they're a personal preferece having looked at Grass-type moves at Serebii.net's Attackdex).
