Well, I guess you can be tight and tell him/her to figure it out by themselves, but otherwise, sea incense boosts water type moves by 10%, which is exactly the same as Mystic Water. Mt. Pyre is like, below the Safari Zone. You go left out of Lilycove city and then go downwards until you hit water. I think there is a pier or something, but maybe not. You surf and you should see a big mountain thing. Enter from the South side. Then climb up the many stairs inside the mountain, don't go outside, and when you reach the top, there is the TM for Shadow Ball, pick it up and then start falling down the holes. I can't remember exactly which holes to fall down to get to the Sea Incense, so you'll need to experiment. You can also get the Lax Incense here.

Leftovers is the item that restores health. Mt. Pyre is south of the Safari Zone, Lfet of Lilycove City.

starmie117 answered:

No the item that restores HP is leftovers or shell bell and the sea incence is found in my pyre and when you give it to a water Pokemon it boosts there water moves and if you give it to marill and breed it you will get a azurill and just incase lax incence given to wobbefet will allow you to breed wynots

Moz answered:

Sea incense raises water attacks power.
Mt pyre: route 120 before the shuppet place and below safari zone is port to surf off of.
