You have to use a cheat device like ar/gs.
You can trade with a friend.

Their are 3 ways. The first is to go to a Nintendo Event. Second is to use a cheating device. The last is to trade it over if you know someone willing to trade it.

You can get him by attending a nintendo event, trading from a friend who was lucky enough who would really want to trade such a prize, or you could just use your Action Replay or Gameshark. When you do get him, you encounter him in speed mode.
