I rate it 5/10. You have great pokemon!!! Seriously!!! That includes smeargle,golbat and teddiursa!!
Golbat:give these move set aerial ace,shadowball,sludgebomb and confuseray. If he can learn faint attack, remove confuseray and put faint attack.
Rayquaza:keep dragonclaw and put aerial ace,earthquake,iceb beam and flamethrower.
Teddiursa:keep faint attack and put aerial ace,brick break and earthquake.
Kyogre: keep surf and put ice beam,earthquake and thunderbolt.if you want to keep sheercold then don't put thunderbolt.
Smeargle:i'm sorry but I don't have any to give smeargle. I've tried every hm and tm but nothing seems to work. He only learns new moves when he sketch it. Sorry!!
Sceptile:keep leafblade and put aerialace,earthquake and solarbeam(but if you want solarbeam you have to get groudon or a Pokemon that knows sunnyday so you won't have to charge up)if you don't want to solarbeam then keep focus punch!
I suggest that getrid of smeargle!!

Raise Smeargle, Tediursa, Golbat and Scepltile to Lv. 65. Otherwise, Its a good team. I give you 7/10.
