Catch Bagons, one of them might be holding one.

You can find a Dragon Scale attached to a wild Horsea. So pretty much it's lucky that you catch a Horsea that is obtaining one.

Should sometimes be attached to wild Horsea and Bagon. If not, you can get it from the owner on top of the Trainer Hill.

Wild Horsea and Wild Bagon but only a 5% chance or something like that...

Shadowdemon must be crazy: Bagons DON'T hold dragon scales.
Only Horseas have them

Well dude, I would suggest catching Bagons and Horseas because if you keep catching them, sometimes they hold a dragon's scale
