Were do I find latios because I have raquaza groudon and kyogre.

Trapinch learns it at level 41, or you could get the TM from the Fossil Maniacs house.
It's on Southern Island, ro random, depending on weather you already have Latias or not.

1.You get dig as a TM,but Diglet learn it without a TM,you get the TM from a guy wholikes fossils.
2.Just check on the water and in the grass.
