You find them randomly. You have about 8/6100 chance of getting one.

Finding shiny Pokemon is completely random. Everytime you encounter a wild Pokemon there is an 1/8192 chance it will be shiny. I personally have never found one although I am sure there is some insipid cheating device that can help.

They are very, very rare, Your chances are 1 out of 13???. And thats just one pokemon.

I've only found one shiny in Emerald so far, and that was Shiny Ditto. I got him in the fossil maniac's cave after I beat the elite 4, so maybe you could try there for a Shiny Ditto. I found him pretty quick too, I'd already caught the first ditto I found as he was strong, and then the second Pokemon I found in there was a blue ditto haha so I caught it
