Who or where do you get the Eon ticket. I've Defeated the elite 4 I talked Norman and he told me crap.

You need to have uploaded it from connecting to an E-Reader and swiping a paper copy of the Eon Ticket through it whilst your game is set to Mystery Events.

The eon ticket is only acquired by using a cheat device or atteding a nintendo event.

I'm actually not sure you're able to get the Eon ticket in Emerald.
You can get it in Ruby and Sapphire, but I don't think you can in Emerald.
But if you can you probably have to do something with an E-reader. That's how I got mine in my Sapphire version.
