Where do you get secret power and what Pokemon and moveset should I use to defeat the Pike Queen's Milotic(Lv.50)?

You get Secret Power from a boy next to a tree just below Rustboro City.
I'd suggets using an electric Pokemon, as grass can be weak against it if the Milotic knows an Ice type moves. I suggest a Manectric with:
Thunderbolt
Crunch
Swords Dance
Shock Wave

1. After you go through the fire cave in mauville there will be a guy standing in front of a tree talk to him and he will give you secret power.
