You mean Missingo, and it's a glitch Pokemon that takes different appearences.

There is guy in viridian next to a house and you talk to him and he says do you want me to show you how to catch a Pokemon and you say yes and then after that you go to cinnabar island and surf on the west side near the gym and then you will find him

Wrong game but anyway you talk to the guy that first blocked your path at the beggining of the game in viridian and then fly directly to cinnibar and surf up and down the right hand side the one with the gym by it and keep to the side of it keep surfing and he will pop up eventually and then your sixth item will be copied warning!!!!!! It will mess up your elite 4 page on pc
