Ok... I'm still trying out how to get Celebi and Deoxys myself, but I do know that Corsola is in the water part before the Waterfall next to Ever Grande City. I think you havwe to fish with the Super Rod, I'm not sure because it's been awhile.

Corsola is from fishing on Route 128, Deoxys must be obtained using an Aurora Ticket accordingly, and Celebi is being handed out at the Journey Across America events from what I know.
