Not in Emerald. In Fire Red and Leaf Green you must revive Old Amber.

You have to trade it from firered or leafgreen. To get aerodactyl from firered or leafgreen you have to get the old amber from the scientist in pewter city. Then take it to the other scientist on cinnabar island.

Its easy! Type the Aerodactyl cheat (83007CF6 008E)(first on the master code00006FA7 000A
1006AF88 0007)and walk in the tall grass and wild aerodactyl will jump out!

Trade from LG/FR. But I recommed you do NOT raise and train aerodactyl up in LG/FR since he comes at level 5 or if you want to be the very best like me who raised him from level 5 to 65 than go for it. It means you can start your emerald/ruby/sapphire game early on with a level 5 aerodactyl.
My moveset: (65) FR/LG | Moveset: I would recomend E/S/R
Fly Fly
Earthquake Earthquake/Ancient Power
Fire blast Iron Tail/Hyper beam
Dragon claw Dragon Claw
Or breed it to get a aerodactyl egg go to egg tutor (if gen 3 has one) and hope for the best it gets dragon pulse 60 acc 100 power

When I was doing a Pokemon emareld play threw I was in shoal cave when it was dried out walked around for a while and then I found one
