The proper way is to get an upgrade from a nintendo event.
But the easiest way is to use a cheating device like a Gameshark or Action replay .
The easiest way is to get it off the bonus disk that comes with Pokmon Colloseum and trade it onto Emerald.
You have to use the bonus disk that comes with pokmeon collisum.
As far as I know the only way to get jirachi is by the 2nd disk you get with the layway version of Pokemon colleseum which you then trade over to your emerald version.
Well, there's only one true way to get Jirachi (unless you have an Action Replay or Gameshark). You need to have the Pokemon Colleseum bonus disc and a GCN cable. You put the bonus disc into your Gamecube and transfer Jirachi from the disc to your game through the GCN.
Well, the only "official" way is to get him from a nintendo event or download it from the mail-order USPokemon Colloseum Bonus disk. Gameshark, Code Breaker, Action Replay, eXploder, and other such cheating devices are of coarse the next best thing, but run the risk of the Pokemon ignoring your commands. And of coarse last option is the ridiculous rumors and lame-ass ideas circulating the internet. (As if you could actually go to the moon in Emerald, idiots)
Either:
Use a cheat device.
Get it from Pokemon Colleseum bonus disk.
