It is once you have meteor mash as one of it's moves. The second fossil is in the fossil manics house in fallobar town(sorry bout spelling) where hes dug a tunnel. Go right to the end and you will find it.

The second fossil is at the end of the Desert Underpass, which is accessible from the Fossil Maniac's House. Metagross is generally god, but it depends on how you raised it.

Metagross is a quite good Pokemon with much hp and a strong attack
East from fallarbor town is the fossil maniac you can get the TM DIG from the little guy. Walk into the holes and go left untill you can't get further.. There's the fossil

Yes he is very good. Once you beat the Elite Four it should be in the desert.
