When the shoal cave is empty of water, go in and make sure you have a Pokemon with strength. Go around looking in all the places possible. When you have found an icey room go to the middle and keep wandering round until a snowrunt appears.

You know the cave above Mossdeep. If you go through the entrances inside the cave. But the cave must be in low tide. You will find a boulder, push it aside and go down the ladder. There will be ice all around the place. You find nevermeltice and snorunt.

You go to the shoal cave when it's low tide.
P.s. Look for the place where there is ice everywhere in shoal cave.

At 6am, go to Shoal Cave (north of Mossdeep). You should see that there is no water there. Go into the cave and follow the ladders. Eventually you will come an icy part of the cave. Run around there, and snorunt will come.
PS: Snorunt is rare, so don't give up.
