Use a cheat device like a Gameshark or Action Replay.
They cost about $30-$40,and they it's the easiest way to get them.

You get Deoxys on island 9,and you get Jirachi with the bonus disk that comes with pokmeon collesium.

U can battle me 2 get deoxys if you win but I don't know about Jirachi I'm looking for Jirachi 2...
