You get dive from steven after you beat the mossdeep gym. Use a really strong water/ice Pokemon or a strong ghost type to beat the mossdeep gym.

You get dive by going to Mossdeep and visting Steven whos house it the furthest in the north-west of the island. This took me a while too. I used Flying types and Dark types to beat the evil twins.

Steven gives you dive. After you have defeated the gym in Mossdeep.
