Question for Pokemon Emerald

Hi guys! I'm new to the site,and I have a question:

Is there a sure-fire way to catch Pokemon? I can't catch Kyogre.....

And Sapphire Dragon,Spoink's colour is black,so you have caught a shiny,well done!!

Sorry,there is no sure way to catch Pokemon except master ball.However here are some tips to help you catch kyogre.You should use dive balls because they work better on water Pokemon,also try cathing it when it's health is yellow not red because when it's red it will try to heal.

Unless you use a Master Ball, legendaries can be tough to catch. I remember the trouble I had to go through to catch Ho-oh and Lugia...
First, you'll want to get Kyogre's HP down to the slightest pixel. I'm talking just a tiny, tiny pixel of red. The move False Swipe(learned by Marrowak and Farfetch'd) brings down Pok'emon to at least 1HP, making it a very useful catching tool. Next, you may want to paralyze it or put it to sleep before it uses Rest and recovers all HP. Next, toss Ultra Balls and Net Balls; these work very well for Kyogre. I can't gauruntee it will ALWAYS work, but I've tried it many times; and it proves useful.

I dont know any sure way to catch it but if it helps the way I caught my kyogre is Iused my rayquaza to get it down to low health and it used rest... and I got it down to low health and threw a couple of dive balls and I caught it.

Using a master ball is easy but that would be pointless on a Kyogre. Use a ultra ball, but first weaken the pokemon.
