GBA master 001 answered:

They are only available in FR and LF.
Zapdos:power plant (need surf to get there).
Moltres:Mt.Ember, you are only able to get there after you beat the 7th gym.
Articuno:one of the seafoam islands.
Remember you can only get these in FR and LF,unless you use a AR or GS.

Prof. Eevee answered:

Catch them in Kanto games or Pokemon XD:Gale of Darkness, then trade them over- you can't get them on this game without cheating. However, you can get Latias/Latios, Groudon, Kyogre, Rayquaza, Regirock, Regice and Registeel on Emerald.

Aeon-Flux answered:

Pokemon XD: Gale of Darkness or Pokemon Fire Red and/or Leaf Green.

cluxtep answered:

They are only at Pokemon fore red and leaf green. Moltres is at the top of mount ember, articuno at seaform islands, and zapdos at the exit of power plant. Its little hard to find articuno, recommended to see the walktrough.

Guest answered:

They are all also in gold version and pikachu special edition which are older versions
But you can actually get them by linking one of the games thay have them to emrald version and trade them (upstairs in like center but you might have to complete most of the game first)
