You have to max out it's beauty but if it isn't full when it says it can't eat anymore berries you will have to find another feebas. hope I helped, hell-child

Feebas can only evolve into Milotic by beauty points. Get berries fro increasing beauty and feed them to milotic until it gets full. Then level it up by one, and then it will evolve. Otherwise, use the gameshark thing.

Phoebas does not evolves into milotic,feebass evolves into milotic.
