It's located to the right of Paciflidog town, and is completely random.

You have to wait until a guy standing in a window torward were the island should be and he will tell you if he see's it or not.

OMG. Trade Pokemon from different game CARTRIDGES. Why? Because each game has a different ID number for there player. And when you restart, that cartridge gets a new ID #.Then put one of the Pokemon in the first slot of your team. And talk to the man. It's like winning the lottery at Lilycove City.

You go to a man in this floating city(can`t remember name) and he will see if he can see it. 95% of the time he won`t see it, so be patient
