Hi I've been playing this game for a while and i've almost beat the game execpt for the E4, but in the shoal cave how do you get to where the bridges are? Also I have heard that snorunt is somewhere in there how do you get him? By the way can you only get Kyogre and Groudon after you beat the E4 (i already caught Rayquaza)

You have to wait for it to get to low tide, or high tide. Here I have the times that each tide appears. (NOTE: These times only work for your in-game time, not the time in your tme zone)
9:00 AM- 3:00 PM; High tide
3:00 PM- 9:00 PM; Low tide
9:00 PM- 3:00 AM; High tide
3:00 PM- 9:00 AM; Low tide.

Every six hours the tide in the cave comes in and goes out....
The water level changes every 6 hours just like here in real life. The tides will be high enough for you to reach those places by surfing. Snorunt is found below Shoal Cave. There will be ladder going down. You can get Kyogre and Groudon only after the E4. Unless you trade of course. And what is the Trogdor The Burninator? Can that nickname even fit in the spaces?
Get a Barboach, evolve it. And yes, you can get Kyogre and Groudon.
