Question for Pokemon Emerald
A Friend told me that you can cathch all the other startersfrom the other regions once you beat the elite four. Is this true?
If so, where can I find them?

The only way to CATCH starter pkmn is AR/GS. But once you beat the E4, you are free to trade pkmn from any region. And of cource you can breed once you own these pkmn.

Maybe your friend was referring to the Safari Zone Expansion Project. You can catch various Johto Pokemon there (see my answer to similar question above).
But you can get a Chikorita, Totodile or Cyndaquil after you have all 200 (excluding Jirachi and Deoxys) Hoenn Pokemon registered as 'Owned' in your Pokedex. Then, report to Professor Birch's Lab, and after some blab, he'll give you a choice of these three Pokemon for your own.
