When you have connected the games by the link cable you will get three options
Colleseum
Trade center
Record corner choose record corner or batlle them and you have mixed records

Go upstairs in the pkmn center all the way to the left room. Tell her you want to mex records.

Come to think of it, I always wondered the same thing. There isn't a mix recording place in the second floor of the Pokemon Center. What you have to do is make sure you're linking between Emerald and Ruby/Sapphire. Then, go to the second area and talk to the woman. Once she gives the list of options in which you can do, there should be mix records or something like that. There you go. The thing is, the second floor isn't like Ruby/Sapphire, but like Firered/Leafgreen.

You go upstairs in both games, go to the lady that's to the far right and in Emerald, chose to "Mix Records", in Ruby and Sapphire, the furthest lady is at the mix records already. Link up both games, and when prompted, you will enter the rooms. Then simply each person goes to a square in the room and the records are mixed. When your finished, leave.

Well, my question is how do I unlock it in sapphire because she always says it's under preparation... So I'm not sure what to do.

Go to the Record Corner via the Direct Corner facility (to the right on the second floor of the Pok�mon Centre).

Use a link cable, and select record corner. From then on, follow the instructions.
