Go to evergrande city to reach it you need waterfall for the first waterfall and victory road

Trying to look for it, are you? First, you have to obtain all 8 badges. Once you do, make sure that HM07 (Waterfall) is in your bag. Then, go onto route 128 and stay in the center while going right. You should come across a huge waterfall. Using HM07 and allowing your Pokemon to use it with the 8th badge, climb the waterfall using that move. There is a poke center. You should also be in Evergrande City. To the north of you should be Victory Road. Venture through the cave and near the end, you'll battle Wally. To the point, exit out of the cave and follow the long path. At the end is the Pokemon League Headquarters. Go into the building, heal your Pokemon, and stock up on healing items. Also make sure that your Pokemon are between the levels 60-80. Now, go up the two guys and talk to them. They'll confirm that you have all 8 badges, and go into the door. Follow the path, go through the door, and you're about to battle the first E4 member. Well, that says enough, doesn't it?

Once you beat all 8 Gym Leaders, fly to Mossdeep City and head south. Once you reach a diversion, go right. You'll fight some trainers there. When you see an enormous waterfall, scale it with the use of the "Waterfall" HM Move. Now your in Ever Grande City. Enter the cave and your in Victory Road. Go past it and at the end you'll reach the second half of Ever Grande City. Go inside the huge building, talk to one of the 2 guys blocking the door and enter (Heal if neccessary). Once you go past the bridge you'll meet the first member of the elite four - Sidney.
